Yes, I see Willow as the one to notice Giles and innocently get him to dance with her. After that, the rest of the girls would follow, if only to tease him a little for some. The Prom was the only time I ever really wanted Buffy to have a dance with Giles, but then Angel shows up and it disappoints me every time.
